No clue what it's for, but I love the art. It's tucked into a doorway of a place that's covered in graffiti & often blockaded with police tape.

Other countries get a color version.

From what I can tell it started in Liverpool. It seems to be a statement against commercial development in other places, so I'm assuming it's just been stolen and repurposed in a less colorful way for the LES.
